Openstack Services brings together several different OpenStack projects to provide the framework for application deployment, management, and monitoring. The project is designed to allow users to easily deploy cloud services in production environments without requiring a lot of customization or IT help. OpenStack's primary focus is on creating tools for easy automation of deployment, operation, and monitoring. This includes tooling for defining infrastructure-aware deployment and design, easier creation of custom containers, and improved tooling for identifying system resources. It also includes support for cloud-computing acceleration and the ability to scale up and down.

Openstack Services provides users with the capability to run the same code in public clouds and private clouds. This is achieved through a mechanism called "execution independence". Germany is witnessing launch of Openstack Services with Kubernetes as a Service system. In June 2019, SysEleven GmbH, a Germany-based OpenStack Cloud provider, announced that MetaKube, the Kubernetes as a Service system, is now available on SysEleven’s own OpenStack Cloud as well as on Amazon Web Services.
